Minutes of 4th National Anomaly Committee held on 5.1.2012
NATIONAL FEDERATION OF INDIAN RAILWAYMEN (NFIR) General Secretary Shri.M.Raghavaiah published some important issues discussed in the National Anomaly Committee Meeting held at Room No 72, North Block, New Delhi on 5th January, 2012 under the Chairmanship of Secretary, DOP&T.
1) PAY FIXATION IN THE CASE OF MERGER OF PRE-REVISED PAY SCALES (ITEM No. 1, 2, 3 &4)
The Staff Side insisted that were the pre-revised Pay Scales are merged, the pay should be revised by applying 1.86 multiplying factor to the minimum of the pay of the higher pre-revised Pay Scales – Eg. Rs.5000-8000; Rs.5500-9000; Rs.6500-10,000; merged and allotted Rs.4600/- Grade Pay – in such cases the Pay Fixation should have been by multiplying 1.86 of Rs.6500/- in terms of Para 2.2.19(VII) to the 6th CPC report. After lengthy discussions, the Official Side stated that the issue will be further discussed in the next meeting.
2) QUALIFICATION PAY – RECTIFICATION OF ANOMALY [ITEM No.5(II)]
The demand for stripping up of pay is agreed to be consider.
3) ANOMALY IN FXATION OF PAY BETWEEN DIRECT RECRUIT & PROMOTEES [ITEM No. 5(IV)]
Official Side responded that references from different Ministries will be obtained for giving decision for rectification of anomaly. The Staff Side said
that the basic issue wherein Senior on rolls as on 31-12-2005 draws less pay than the Junior joined after 01-01-2006, should be addressed. It was agreed to examine further.
4) ANOMALY RELATING TO INCREMENT DUE FEBRUARY, 2006 TO 1st JUNE, 2006 [ITEM No. 5(V)]
It was agreed with the demand of the Staff Side for granting one increment as on 01-01-2006, as a one time measure.
The following issues were brought to the notice of the Secretary,DOP&T.
5) MACPs Anomalies in case of former tracers (presently SSEs/Drawing staff), CG- II’s (Accounts Clerks), P. Way Supervisors
These should be rectified. NFIR demanded that Railway Board should be given the empowerment to settle the issues in consultation with staff.
6) Staff Side insisted that wherever the MACPs provision is less advantageous there the ACP from 01.10.1999 be considered and remedial measures should be taken for financial upgradation in cadre hierarchy instead of Revised Pay Structure hierarchy. Similarly the deliberalised provision of MACPs should be ratified.
PROPOSALS SENT BY RAILWAY MINISTRY:
1. Allotment of Rs.4800/- Grade Pay in lieu of Rs.4600/- (PB-2).
2. Merger of Technician Grade II & I for grant of Grade Pay Rs.2800/-
3. Revision of entry Grade Pay of Station Masters.
4. Parity in Pay – Rajbhasha Staff on Railways.
5. MACPS anomalies relating to Running Staff, etc.,
Official Side gave an assurance that all the issues raised above will be looked into.
